Two ways to get it wrong
Don't call someone's actual administrative job "overhead" -- that's their core work, and calling it overhead implicitly devalues it. And don't leave real administrative load attached to a different main activity -- extra reporting layered onto a delivery task, for instance -- unnamed as overhead, since that hides a real process cost from anyone trying to plan around it.
