Overhead vs Bottleneck: What's the Difference?

Overhead and bottleneck both describe something slowing a team down, and both show up constantly in process complaints -- but they're not the same shape of problem, and confusing them sends a team at the wrong fix.

A bottleneck is one specific constraint limiting throughput -- often a single person or step everything waits on. Overhead is distributed support effort spread across every request, not one blocking point.

Distributed load vs. a single chokepoint

Fixing a bottleneck means unblocking or backing up the one constraint -- adding a second approver, for instance. Fixing overhead means redesigning a process that adds friction at every step.

"'Every request passes through three separate review steps, adding overhead that slows the whole team down' describes distributed process load, not a single blocking point."

"'One approver is the only person who can sign off, so every request waits in their queue' and 'approvals are stuck because only one manager can authorize purchases over $500' are both bottlenecks -- a single constraint, not overhead."

The three-review-step example spreads friction across every request equally; the single-approver example concentrates all the friction at one point. That's the actual test: does slowing look the same at every step, or is there one specific place everything piles up?

Why the mix-up matters

Misreading one as the other sends a team at the wrong fix. Adding a backup approver doesn't help if the real problem is that every request goes through three redundant reviews -- you'd need to cut steps, not add people. And redesigning an entire process doesn't help if the real problem is one overloaded approver -- you just need a second signer.

Don't call a single-approver chokepoint "overhead" -- that's a bottleneck, fixed by unblocking or adding a backup approver, not by redesigning the whole process the way distributed overhead requires.
