Describe a responsibility transfer

"Hand over" means to give something you're holding or responsible for -- an object, control, responsibility, or authority -- directly to a specific other person, who becomes the one in charge of or responsible for it. The phrase itself doesn't say whether the transfer was welcome or forced; a planned, voluntary handover and a compelled one both use the same phrase.
